In the end, the bill that frightened off the entire Democratic caucus in the Wisconsin state Senate passed easily in the lower chamber, 51-17, in what had been a foregone conclusion:
After a bitter, 61-hour debate that was the longest in living memory, the sleep-starved state Assembly voted in just seconds early Friday to approve a watershed proposal repealing most union bargaining rights held by public workers.
Just after 1 a.m., Republicans cut off debate on Gov. Scott Walker’s bill and in pell-mell fashion the body voted 51-17 to pass it. In the confusion, nearly one-third of the body – 28 lawmakers including 25 Democrats, two Republicans and the body’s lone independent – did not vote on the bill at all.

Not going to lie here but that vote was run horribly. When people are present and don’t even get a chance to abstain, there is no way it should be legal. I am not saying that because the bill failed and I am angry about it, I am saying it because it could have been handled a heck of a lot better. Absolute bedlam and a true showing of how barbaric government can be if left to its own devices. All sides should be ashamed of this showing.

When you think about the Government that was laid out in the Constitution, do you think that using parliamentary procedure to end a filibuster is a peaceful, legal solution, or a form of chaos?
The simple fact is the Dems took their eye off the ball long enough for the GOPers to break their filibuster. And the Dems weren’t very mature about getting snookered, so they lost the vote and their dignity in one shot.
That wasn’t government being “run pell mell” – it was poetic justice.

I am not complaining about the Republicans breaking the filibuster, Good on them for actually doing something intelligent and finding a hole. My complaint is that they ran the voting procedure totally wrong. Face it Geoff, news pundits on all sides are saying it was “pell mell”. Your saying otherwise is just a load of bullocks to make yourself feel better.

Deb, I was in the KS House on Thurs when union thugs were evicted after launching into a chorus of “Vote NO” to a measure that restricted unions (it passed). There were dozens in the building, and I’d guess about 20 were in the gallery & got kicked out. The speaker called it the most dismal display he had seen in his 27 years in the house. Desparation leading to desparate acts?

“The Wisconsin Assembly House Speaker Pro Tempore allowed Democratic Assembly member Hebl to finish speaking and quickly called for a voice vote on the “Budget Repair” bill at 1:07am CT on 2/25/11 even though there were 15 Democratic Assembly members still waiting to speak. The Republicans had quietly gathered, but not all of the Democratic Assembly members were aware of what was happening. Not everyone present was able to vote.”

Not at all. It looked like the sudden triggering of a steel trap, catching the Dems completely unaware.
I have absolutely no sympathy for filibusters on either side. It’s their right to do it, but when the rug is pulled out from under them, I can only laugh.
And when they do their pitiful “shame, shame” chant, it just adds to the mirth.

Technically, isn’t there supposed to be a motion to open the voting? Not sure about WI law here being a New Yorker where that is the rule.

It’s a standard push-button vote, routinely used in the Assembly to record votes. The Speaker said, “All in favor will vote “Aye” and all opposed will vote “Nay.” He didn’t say that it was an oral vote. You just push the “Aye” button or the “Nay” button.
Meaning no disrespect to the right, honorable house speaker but there still seems some questionable things to this vote.
The only questionable part was whether the legislators physically had enough time to vote. Not that it would have made a difference.

They have their procedures online, but I don’t have time to go through them. But it’s pretty clear that it was legal: I don’t think they would have tried it if it wasn’t, and the Dems swore several days ago that they were going to look for a problem with it, and we haven’t heard a peep out of them.
